WebInclude role is a great way to do this. I am able to get it to work. Read the documentation about include role. It hints at this problem and why it occurs. You are only tagging the include_role and I find it infuriating. To get around it apply tags to all included tasks and also tag the include. You might also look into import/include tasks.
