WebFlame of Redmane does not do much damage. It also has a long start-up animation and only medium range. It's strong, but to be honest staggers and critical are not very good DPS, they are just safe. Bleeds or RKR crushing does far more damage. I don't even use it on any of my current builds, but dividing the stance damage by 4 is just brutal for an Ash who's only claim to fame is it's stance damage.
